KHPC/0726/6 Neighbourhood Planning
This was last raised at the KHPC April 2025 meeting under the agenda item KHPC/0425/13 Pragmatic Neighbourhood Planning with a supporting paper from me, TP, outlining the pros and cons. The advantages of a plan are that it has legal status, could decide where new homes, shops, and businesses could go and what they would look like, and the infrastructure needed. My research indicated that it would take 18-24 months, need community support and most importantly skilled volunteers, a budget of over £10 (with no grants now available), and supportive officials at BBC, with the major issue of local government reorganisation looming.
This resulted in the motion “KHPC to begin collecting the evidence that may be needed for a future Plan so that data is readily available for consultation ensuring that the Parish does not undertake costly research or community involvement.”

Motion: In the light of recent interest from parishioners and the revised National Planning Policy Framework that KHPC revisit a KH Neighbourhood Plan, draft a project timetable and a budget.
KHPC/0726/7 Update from Planning Working Group 1st July meeting
Although the Planning Group was scheduled to meet at 8pm, correspondence dated 30 June 2026 was received from a new local group, Kelvedon Hatch Green Belt Group, concerned about development and planning applications in the village. Three representatives attended in person to introduce themselves.
Following a misunderstanding Cllr Pine suggested that the Planning Working Group meeting be delayed for a time to allow the representatives to introduce themselves and the purpose of their group. A major issue was the leaflet issued to a limited number of residents on behalf of the owner of Eagle Field. Intended to be a form of public consultation it had raised many questions. A lively and information discussion followed. The representatives left at 8.45pm and the Planning Working Group commenced.
KHPC/0726/8 Subscription to professional mapping software: ‘Parish Online’.
Motion: KHPC to take out an annual subscription to ‘Parish Online’, with budget ceiling of £300/annum.
It is anticipated that the revised National Planning Policy Framework will require a GIS format so that mapping is available for leaflets, surveys, and export to BCC or the unitary authority for planning and licensing. It will also be needed for our involvement with Essex Nature Recovery, emergency planning and other initiatives. It will be essential if we go ahead with neighbourhood planning.

Motion: KHPC to appoint planning consultant for future planning applications to ensure that we have required knowledge to oppose and our comments are done in professional manner.

26/00079/FUL – Place Farm Place Farm Lane Doddinghurst Essex CM15 0JA
Proposed earth bund for security purposes that does not seek to retain, regularise, amend, extend or otherwise rely upon any earthworks that are subject to enforcement on this site, but which is an entirely separate and independent development that has nothing in common with the action presently being taken by Essex County Council. The bund will be formed from clean soil derived from the site and is submitted to Brentwood Borough Council in accordance with the express written instruction of Essex County Council. Accordingly, the proposal does not involve development that is subject to an extant enforcement notice.
