Conclusion 41. I have found that the proposal would accord with policies of the BLP relating to flood risk and highway safety. Other potential impacts of the proposal could be addressed by conditions, consistent with the relevant BLP policies. Nevertheless, I consider that the conflict with Policy MG02 is a fundamental objection, such that the proposal should be regarded as being in conflict with the development plan as a whole. I have not identified any considerations that indicate a decision other than in accordance with the development plan. The appeal should therefore be dismissed.
