KHPC/1125/9     Transport response to why services 21, 71/72 were not included in the current consultation:

“Just to clarify, Service 21 is not included in the current consultation because it is a successful route with no proposed changes. It will be retendered in its current form, and the only expected change may be the transport provider next year, depending on who wins the contract when it gets tendered.

As for Services 71/72, these are also successful and currently operating under a four-year contract. They are not due for review until July 2028, so no changes are being considered at this time.”

KHPC/1125/15     St Nicholas Fund update

At the mid-year meeting of the Trustees on 27 October 2025 it was noted that this spring and summer the fund had given grants to parishioners in urgent need totalling £4,085 for unforeseen health, education, and living expenses in accordance with the fund’s deed and terms of reference.

The trustees also discussed what measures were already in place or might be required for referral of individuals seeking help to the statutory agencies. The chair will consult the Church’s safeguarding guidance to see if the trustees need to take this issue further.

KHPC/1125/17     Martyn’s Law

The Terrorism (Protection of Premises) Act 2025, otherwise known as Martyn’s Law, received Royal Assent on 3 April 2025 but there will be an implementation period of at least 2 years during which time those affected by the Act can plan and prepare. It seems at first sight that the Parish Council and the Village Hall, may be affected in a limited way under the requirements of the Standard Duty Premises category i.e. maximum attendance at any event of 799 including staff.

It seems very likely that events in the village such as the Nuclear Races and the Appetite on the Farm music festival will qualify as Enhanced Duty Premises under the Act, overlapping with licensing requirements and guidance given in the Purple Guide for big public events and having more demanding conditions.

Detailed guidance is expected from the Home Office in due course but both the previous and current governments have stressed a common-sense approach to the requirements, avoiding the need for third-party expertise and products (i.e. consultants and security firms).
