KHPC/1121/1 Acceptance of Apologies for absence.
Motion: To accept the received apologies for absence from Parish Councillors.
KHPC/1121/2 Declarations of interest & amendments to the register of members’ interests.
To receive declarations of interest pertaining to matters included in this agenda, whether they be personal and/or prejudicial.
KHPC/1121/3 Minutes of the Meeting held on 14th October 2021.
Motion: To confirm as a correct record the minutes of the Meeting held on 14th October 2021.
KHPC/1121/4 Suspension of the meeting to receive reports, questions and/or comments from:
a. Essex County Council Member;
b. Brentwood Borough Council Members;
c. Chairman;
d. Parish Clerk;
e. Members of the public.
KHPC/1121/5 Finance and Administration.
To discuss and agree the following points:
a. Balances of Accounts for month ending 31/10/2021.
Current Account is reconciled at £129,767.49
60-day notice Account is reconciled at £33,873.34
100-day notice Account is reconciled at £16,126.92
b. Cheques/invoices to be paid.
Motion: Kelvedon Hatch Parish Council will pay the presented cheques/invoices:
Kelvedon Hatch Village Hall – £324.43 (rent of meeting rooms)
Eyelid Productions – £100.00 (website services)
Luz Loizou – £300.00 (reissued payment)
KHPC/1121/6 Maintenance of Poors’ Field.
Motion: To sign the proposed agreement with Kelvedon Hatch Football Club regarding the ongoing maintenance of Poors’ Field.
The Chairman of KHFC will be present to answer any questions from the Parish Councillors.
KHPC/1121/7 Security and Anti-social behaviour.
a. To receive a presentation from a representative from A.M.O.S. about the services they can provide.
b. To discuss the possible use of the security firm and to identify suitable trouble spots.
KHPC/1121/8 Noticeboards.
To discuss the use of KHPC’s noticeboards in the village.
KHPC/1121/9 Parish Clerk’s Job Title.
Motion: To amend the Parish Clerk’s job title to “Parish Clerk and Responsible Financial Officer.”
This change is put forward as the Parish Clerk also acts as Responsible Financial Officer, which is a separate role and in his job description.
KHPC/1121/10 Environmental Committee Update.
a. To receive an update from the Chairman of the Environmental Committee.
b. Motion: The Terms of Reference of the Environmental Committee will be amended to allow up to six members.
c. (If the motion is passed) To elect a new member of the Environmental Committee.
KHPC/1121/11 Community Relations Committee Report.
a. To receive a report from the Community Relations Committee meeting held on Monday 18th October 2021.
b. To elect a new member to the Community Relations Committee.
KHPC/1121/12 Sewage System in Kelvedon Hatch.
To discuss issues and pressures on the sewage system in Kelvedon Hatch.
KHPC/1121/13 Eagle Field Update.
To receive a report regarding recent developments in Eagle Field and its boundaries.
KHPC/1121/14 Planning Applications.
To receive a report from the Planning Working Group regarding the responses to the following received planning applications:

Motion: To select from the received tenders a company/person to carry out renovation works on the stocks by Blackmore Road and Stocks Lane.
