Motion: To accept the received apologies for absence from Parish Councillors.

Motion: To confirm as a correct record the minutes of the Meeting held 9th June 2022.
KHPC/0722/4 Suspension of the meeting to receive reports, questions and/or comments from:

a. Balances of Accounts for month ending 30/06/2022.
Current Account is reconciled at £135,107.83

b. Cheques/invoices paid under Financial Regulation 4.1:
PW Commercial Co Ltd – £540.00 (provision of Tetra Pak recycling bin).
Evergreen Assessments – £448.00 (litter pick).
Evergreen Assessments – £42.00 (bus shelter maintenance).

Motion: Kelvedon Hatch Parish Council will pay the presented cheques/invoices:
Home Counties Play – £19,886.40 (Play Area equipment).
KHPC/0722/6 Internal Control
To receive a report from the Internal Controls Officer.
KHPC/0722/7 Local Council Award Scheme Update.
To receive an update regarding the progress towards meeting the criteria for the Foundation Award.
KHPC/0722/8 Personnel Committee.
Motion: Kelvedon Hatch Parish Council will call an ordinary meeting of the Personnel Committee on Friday 5th August 2022. The meeting to be held on 12th September 2022 will be postponed so that it will be held in line with the new Parish Clerk’s probationary period.
KHPC/0722/9 War Memorial.
Motion: Kelvedon Hatch Parish Council will instruct the recommended company to carry out maintenance work on the War Memorial.
This power is provided by War Memorials (Local Authorities’ Powers) Act 1923 s1.
KHPC/0722/10 Maintenance of vegetation around War Memorial.
Motion: Kelvedon Hatch Parish Council will carry out work to maintain and trim the vegetation bordering the War Memorial site.
KHPC/0722/11 Environmental Committee Update.
a. To receive a report from the Environmental Committee meeting held on 11th July 2022.
b. Motion: Kelvedon Hatch Parish Council will update the signage to the Play Area as recommended by the Environmental Committee.
c. Motion: Kelvedon Hatch Parish Council will carry out the maintenance work on the bus shelters as recommended by the Environmental Committee.
KHPC/0722/12 Parish Council Office.
Motion: Kelvedon Hatch Parish Council will rent the building by Swan Pond to use as an office and workspace.
If this motion is rejected, the Parish Council will discuss the suitability of other options.
KHPC/0722/13 S-Type Security.
a. To review the report received from S-Type Security following the trial period.
b. Motion: Kelvedon Hatch Parish Council will engage S-Type Security to provide patrols around the village.
KHPC/0722/14 Use of Poors’ Field.
To discuss the use of Poors’ Field by other organisations.
KHPC/0722/15 Maintenance Works.
Motion: To delegate to the Parish Clerk the selection and instruction of a suitable company to renovate and move the picnic table from Eagle Field to the Play Area, and to reinstall the Duck Crossing sign and Information Board.
