Motion: To accept the received apologies for absence from Parish Councillors.

To receive declarations of interest pertaining to matters included in this agenda, whether they be personal and/or prejudicial.
KHPC/0222/3 Minutes of the Meeting held on 13th January 2022.
Motion: To confirm as a correct record the minutes of the Meeting held 13th January 2022.
KHPC/0222/4 Suspension of the meeting to receive reports, questions and/or comments from:
a. Essex County Council Member;
b. Brentwood Borough Council Members;
c. Chairman;
d. Parish Clerk;
e. Members of the public.
KHPC/0222/5 Finance and Administration.
To discuss and agree the following points:
a. Balances of Accounts for month ending 31/01/2022.
Current Account is reconciled at £112,286.96
60-day notice Account is reconciled at £34,088.92
100-day notice Account is reconciled at £16,345.26
b. Cheques/invoices paid under Financial Regulation 4.1:
Viking Stationery – £76.61
c. Cheques/invoices to be paid that are over £1,000.
Motion: Kelvedon Hatch Parish Council will pay the presented cheques/invoices:
TLC Gifts – £1,610.00 (This is payment for the 72 Christmas Hampers delivered in December 2021.)
KHPC/0222/6 Brentwood Borough Parish Councils Association Report
To receive a report from the BBPCA meeting held on 24th January 2022.
KHPC/0222/7 Community Relations Committee
a. To receive a report from the Community Relations Committee meetings held on 10th January 2022 and 27th January 2022.
b. Motion: Kelvedon Hatch Parish Council will host an event for the Queen’s Platinum Jubilee on Friday 3rd June 2022, from 10:00am to 4:30pm at the Village Hall, which will be advertised in the Village News.
c. Motion: To create a ‘Book of Celebration’ which can be used on the day for residents to write their best wishes and messages to the Queen. Kelvedon Hatch Parish Council will then arrange for this to be delivered to the Queens’ Residence as a gift.
KHPC/0222/8 Co-Option of Mr. Peter Bowman.
Motion: Kelvedon Hatch Parish Council will co-opt Mr. Peter Bowman as a Parish Councillor.
The eligibility criteria and checks with the Monitoring Officer have been satisfactorily met.
KHPC/0222/9 Parish Clerk’s Secondary Employment.
Motion: Kelvedon Hatch Parish Council will allow the Parish Clerk to have a second employment as a supply teacher for 2 days a week. The Parish Clerk will complete his working hours for the Parish Council in the other 3 days.
It is a requirement in the Parish Clerk’s contract that any second employment is permitted by the Parish Council.
