Annual Meeting – May 2025

To elect a Chairman of Kelvedon Hatch Parish Council for the year May 2025 to May 2026. 

Motion: To accept the received apologies for absence from Parish Councillors. 

To receive declarations of interest pertaining to matters included in this agenda, whether they be personal and/or prejudicial. 

Motion: To confirm as a correct record the minutes of the Meeting held 10th April 2025. 

To elect a Vice-Chairman of Kelvedon Hatch Parish Council for the year May 2025 to May 2026.

To discuss and agree the following points: 

1. Balances of Accounts for month ending 30/04/2025. 

Attachment 7 Current Account is reconciled at £142,272.79   

Precept has been received for £57,500 *2 (3rd and 8th Apr) and VAT £8,610.31 (8th Apr) – also reported last month. 

100-day notice Account is reconciled at £107,936.44

To appoint a Councillor to the role of Internal Controls Officer. 

Motion: Kelvedon Hatch Parish Council will adopt the proposed Action Plan. Attachment 15 

Motion: “KHPC to renew insurance policy with Clear Councils at cost of £1,339.52” 

As they are changing underwriters we have the option to “fix for 3 years”. 

Planters – big ones to be cut down 2 slats 

Swan Pond – get quotes to clear some of the plants as they will probably block the duck house view this summer 

Motion: To apply either or the duck house and ramp and/or the bus shelter in front of Yiamas restaurant? 

Motion: “KHPC to hire the Doddinghurst woods section for a year” – no extra Insurance charges if KHPC is responsible for the maintenance. 

Motion: “KHPC to go ahead with contract for yearly maintenance – with for the next 2 years and then with and hight on the 3rd year” 

Motion: “KHPC to increase the contracted hours with S-Type security” 

To receive a report from the Planning Working Group regarding the responses to the following received planning applications: 

25/00420/FUL – Coppice Bungalow School Road Kelvedon Hatch Essex CM15 0DL Proposed extension to existing bungalow to create additional floor and construction of a two-storey dwelling
