Motion: To confirm as a correct record the minutes of the Meeting held on 8th July 2021.

a. Motion: To add Cllr. L. Matthew as a third signatory to the Parish Council’s current account.
b. Balances of Accounts for month ending 31/08/2021.
Current Account is reconciled at £108,462.35
c. Cheques issued under Financial Regulation 4.1.

d. Cheques/invoices to be paid that are over £1,000.
Motion: Kelvedon Hatch Parish Council will pay the presented cheques/invoices:
Sutcliffe Play: £12,227.04 (Provision of multiplay unit and nest swing).
Kelvedon Hatch Football Club: £3,000 (see item KHPC/0921/11).

To receive a report from the Community Relations Committee’s meeting held on Monday 19th July 2021.

a. To receive a report from the Environmental Committee’s meeting held on Monday 6th September 2021.
b. Motion: Kelvedon Hatch Parish Council adopts the proposed Climate Emergency Response as drafted by the Environmental Committee.

Motion: Kelvedon Hatch Parish Council adopts the draft Terms of Reference for each committee and working group.
KHPC/0921/9 Deal Tree Surgery Patient Participation Meeting Update.
To receive a report from the Patient Participation Meeting.
KHPC/0921/10 Adoption and Renewal of Policies.
a. Motion: Kelvedon Hatch Parish Council adopts the proposed Health and Safety Policy, Internal Controls Policy and Training and Development Policy.
b. Motion: Kelvedon Hatch Parish Council reviews and adopts the Complaints Procedure, Equality Statement, Publication Scheme and Risk Assessment.

KHPC/0921/11 Grant request from Kelvedon Hatch Football Club for maintenance of Poors’ Field.
Motion: To provide Kelvedon Hatch Football Club with a grant of £3,000 towards the maintenance of Poors’ Field.
This figure does not include the maintenance of the football pitch. The remainder of Poors’ Field has been maintained by the Football Club at their own cost.
The Parish Council has the power to provide and manage open spaces under the Public Health Act 1875 s.164.
The Parish Council has the power to make grants to organisations that provide open spaces and recreational facilities under the Local Government (Miscellaneous Provisions) Act 1976.

To discuss the increase in litter by the Kebab Van at Crown Corner.
