The Financial Committee had met on 5th January 2023 to recommend the to the Council. The Precept has already been approved.
Motion: “KHPC approves the proposed budget for 2023-24 as set by the Financial Committee”.

KHPC/0223/8 Speeding in Blackmore Road
I belief that any physical traffic calming measures such as speed humps or width restrictions in Blackmore Road could cause a lot of frustration for drivers and actually cause more accidents than they solve. However, I think it’s worth investigating a Vehicle Activated Sign (VAS) to warn drivers to slow down as they come into the village from the Blackmore direction. In September 2021 there was a presentation to the Local Highways Panel about such devices. We were told that portable devices, which can used in more than one location, should be available to parish councils from about £3,000 provided it could be installed on an existing post. We already have one VAS on the Ongar Road northbound just before the junction with Crown Road.
Motion “KHPC to investigate the feasibility of installing a Vehicle Activated Sign to warn drivers that they are exceeding the speed limit on Blackmore Road”.
KHPC/0223/9 Millennium Stone
Three quotes had been received for refurbishing the Millennium Stone:
Bennets, Bradford Memorial & Averey
Motion: “KHPC will accept the quote from Bradford Memorials Ltd for £300 (ex VAT) to clean and repaint the lettering on the Millennium Stone (black font)”.
KHPC/0223/10 Village Sign
As we have now received a second quote to replace the post, a more satisfactory solution than to add spurs to support the existing post, I could propose the following.
Motion “KHPC will accept the quote from J D Fencing for £775 to replace the wooden post of the Village sign”.
KHPC/0223/11 Swan Pond
Three quotes had been received:
a. Mark’s Pond Maintenance £860 or £1,180 depending on whether one or two truckloads of waste.
b. Clearview Ponds £2,792.
c. Haskett Ltd £4,850.
The first two firms specialise in garden ponds and may not have sufficient experience to do a good job on a much larger pond. Haskett carried out the previous partial vegetation clearance in 2018.
Motion: “KHPC will accept the quote from Haskett of £4,850 (ex VAT) for clearing the excessive vegetation in and around Swan Pond”.

KHPC/0223/13 For discussion: Mill Lane in 1993/1994 Essex Council County provided finance to hardening of the unmade section of Mill Lane, Kelvedon Hatch from School Road to Sycamore Lodge.

KHPC/0223/16 For discussion: Parking problems, School Road still really bad with parents. Fox Hatch, Great Fox Meadow, Kelvedon Green and Roding Drive.
Blocking garages, view, road, in case of emergency Ambulances and Fire Engines will really have a problem.

KHPC/0223/19 For information: For the next elections voters are required to bring a piece of identity with a photo, driving licence, passport and so on. If the prospective voter does not poses one then a separates voting slip has to be made out and this will complicate matters and take a length of time.
KHPC/0223/20 For information: BBC does not charge for collecting the rubbish from the bins inside Eagle Field. KHPC pays for collection of 2 litter bins and 1 dog waste bin at the Village Pond and for 2 litter bins on the Playing Field.
