KHPC/0721/1 Acceptance of Apologies for absence.
Motion: To accept the received apologies for absence from Parish Councillors.

KHPC/0721/2 Declarations of interest & amendments to the register of members’ interests.
To receive declarations of interest pertaining to matters included in this agenda, whether they be personal and/or prejudicial.
KHPC/0721/3 Minutes of the Annual Meeting held on 10th June 2021.
Motion: To confirm as a correct record the minutes of the Meeting held on 10th June 2021.
KHPC/0721/4 Suspension of the meeting to receive reports, questions and/or comments from:
a. Essex County Council Member;
b. Brentwood Borough Council Members;
c. Chairman;
d. Parish Clerk;
e. Members of the public.
KHPC/0721/5 Delegation of powers to the Parish Clerk.
To decide what powers to delegate to the Parish Clerk to enable the continued operation of the Parish Council until 9th September 2021.
Financial Regulation 4.1 enables the Parish Clerk to authorise expenditure on items or services up to £1,000 in conjunction with the Chairman.
KHPC/0721/6 Planning Committee.
To decide whether to maintain the Planning Committee, or to change its status to that of a “Working Group.”
If maintaining a committee, to decide the frequency and timings of meetings.
If changing the status to a working group, to decide how it will operate.
KHPC/0721/7 Standing Orders.
To decide and make any amendments, deletions and/or additions as required to the Standing Orders.
KHPC/0721/8 Code of Conduct.
To review and adopt the proposed Code of Conduct for Kelvedon Hatch Parish Council. All councils must have a Code of Conduct as required by the Localism Act 2011 s27 (2).
KHPC/0721/9 Village News Editor.
Motion: To appoint the recommended candidate for the Village News Editor vacancy.
N.B. Members of the public will be asked to leave the meeting during this item due to its sensitive and personal nature.
KHPC/0721/10 Environmental Committee Report.
To receive a report from the Environmental Committee’s meeting held on Monday 5th July 2021.
KHPC/0721/11 Eagle Field Update.
To discuss any updates regarding the situation with Eagle Field.
KHPC/0721/12 Maintenance of Poors’ Field
To discuss and decide the Parish Council’s response to the letter received from the Kelvedon Hatch Village Hall trustees regarding the maintenance of Poors’ Field. (This is carried over from the previous meeting).
KHPC/0621/13 Finance and Administration.
To discuss and agree the following points:
a. Balances of Accounts for month ending 30/06/2021.
b. Invoices and Cheques to be issued.
