To elect a new Chairman for the 2026/27 year for the Personnel Committee.

Motion: To accept the received reasons for absence from Parish Councillors.

 

PER/1026/3     Declarations of interest & amendments to the register of members’ interests.

To receive declarations of interest pertaining to matters included in this agenda, whether they be personal and/or prejudicial.

 

PER/1026/4     Minutes of the Personnel Committee Meeting held on 9th April 2026. Motion: To confirm as a correct record the minutes of the meeting held on 9th April 2026.

PER/1026/7     Exclusion of the Public and Press

To consider whether, under Section 100A(4) of the Local Government Act 1972, the public and press be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph 1 (Information relating to any individual) and Paragraph 3 (Information relating to the financial or business affairs of any particular person) of Part 1 of Schedule 12A of the Act.

PER/1026/8     Mid Year Review of the Parish Clerk & RFO’s progress.

To review the Parish Clerk & RFO’s progress against the performance management targets set for 2025-26.

 

PER/1026/9     Review of Parish Clerk & RFO’s strengths and areas for further development.

To review the Parish Clerk’s strengths and areas for further development against the job description.

 

PER/1026/10     Review of Contractual Staffing Terms, Conditions, and Salary Scale Alignment

Purpose of the Report: To receive a report from the Personnel Committee Chairman regarding contractual anniversary terms, professional qualification increments, and spinal column point alignments under the national green book agreement.

Recommendations: To approve the regularisation and administrative alignment of staff salary scales in accordance with specific employment contract clauses.

 

PER/1026/11     Staff Operational Capacity, Well-being, and NALC Civility & Respect Pledge Alignment

Purpose of the Report: To receive a report from the Parish Clerk & RFO regarding current administrative workloads, operational capacity, and high-volume external correspondence.

Background: To review organisational compliance with the Council’s legal Duty of Care, Health and Safety at Work provisions, and Dignity at Work policies with specific reference to enforcing the Council’s commitments under the NALC Civility and Respect Pledge.

Recommendations: To consider and approve a structured member-led communication protocol and single-point-of-contact framework to safeguard staff operational hours, in line with national sector best practices for protecting officers.
