To discuss and agree the following points:

Balances of Accounts for month ending 31/08/2026.

100-day notice Account is reconciled at £87,072.16 (changes in Oct) Hickley & Rugby £25,210.68 – full amount has been requested by Cllr. S. Saunders and Cllr. R. North.

KHPC/0926/7     Neighbourhood Plan – Draft Framework – Attachement 7

Motion: KHPC to approve Phases 1 & 2 and accordingly authorise limited extra hours for the Clerk.

 

KHPC/0926/8     Civility and Respect Pledge

Motion: To consider and resolve that Kelvedon Hatch Parish Council formally signs up to the National Association of Local Councils (NALC) Civility and Respect Pledge.

 

KHPC/0926/9    Proposal to write to the resident of 15 Roding Drive regarding a damaged/blocked drain cover at the alley way / side of their house.

All statutory authorities (Essex Highways, Brentwood Borough Council, Anglian Water, and Thames Water) have denied responsibility. The original developer is also no longer liable as the site is over 30 years old, leaving the asset as a private matter for the homeowner.

Motion: KHPC approves the letter to be sent to 15 Roding Drive in regards to fixing the alley way broken drain cover.

 

KHPC/0926/10    Eagle Field Asset of Community Value (ACV) Status – For information only

on 27th July 2026, the Housing, Health & Community Committee approved the Eagle Field ACV. Followed up by a Brentwood Borough Council letter dated 21 August 2026.

 

KHPC/0926/11    ACV delegation of authority

Motion: To consider and approve the sole delegation of authority to the Parish Clerk to manage, respond to, and execute all statutory actions and correspondence relating to the Kelvedon Hatch Assets of Community Value (ACV) register and associated review frameworks.

 

KHPC/0926/12    Flexible Grant Scheme for Eagle FIeld (ACV). Attachment 12

Motion: To adopt the flexible grant scheme for Eagle Field

Kelvedon Hatch Parish Council to adopt the Flexibel Funding Contingency Plan for the Eagle Field Asset of Community value, authorising the Responsible Officer (RFO) to establish a restricted acquisition project shell and pursue and apply for relevant capital grants – including Community Ownership. Funds or equivalent schemes – and reallocate up to £5000 of operational reserves for immediate pre-acquisition costs such as structural surveys and legal valuations if the asset is listed for sale.

 

KHPC/0926/13    Essex LNR – Eagle Field nomination – Attachment 13

Motion – To nominate Eagle Field as a Green Corridor with Essex Local Nature Recovery Strategy as it is the link between Doddinghurst Woods, Eagle Lane, Poors Field and the Coppice.

 

KHPC/0926/14    Kelvedon Hatch Green Belt Group – Attachment 14

Motion: KHPC formally recognises the group’s existence and its terms of reference.

To consider and approve a formal working partnership with the Kelvedon Hatch Green Belt Group to support community engagement, environmental preservation, and local green infrastructure protection within the parish. Their Terms of Reference which are non-political have been submitted to the proper officer.

 

KHPC/0926/15    Crime, Disorder, and Community Safety – Attachment 15

For information only

Several reports from residents in regard to more youths in bikes / scooters, more dog waste around and general littering.

Emergency Planning – For information.

Brentwood BC have contacted all parishes with a questionnaire about places of shelter and emergency plans. We supplied information about our plan and referred them to the trustees of the Village Hall. In summary we said we would have a limited response.

Licensing – Appetite on the Farm – For information

The music festival took place at Kelvedon Hall over the Bank Holiday weekend. The planning was similar to last year. An additional measure was an invitation to residents in the immediate vicinity who might be affected to meet with the promoters and landowner backed by a dedicated WhatsApp group. To date 3 complaints have been received to noise levels.

Due to the events during this summer, it would be a good idea to increase the private security hours.
