The fund is healthy and underused so more attempts will be made this year to improve advertising and targeting. Grants are made out of income from investments and according to the strict criteria in the deeds. In 2024 the grants totalled £1232.63 made up of an educational computer, a OAP’s TV aerial, an oven, and emergency food boxes (ie. For urgent need when the food bank was closed).

Motion: “Kelvedon Hatch Parish Council to under-write the Village Halls rewiring project. This means any shortfall in the funding, not the full amount.”
KHPC/0325/12 Pragmatic Neighbourhood Planning
The subject of a Neighbourhood Plan has come up from time to time. Reviewing the available guidance from government and other bodies it seems that the process, which is regulated by the Localism Act 2011, would be lengthy, time consuming, and expensive, with unclear immediate benefits for the Parish.
It looks likely that devolution in Essex will go ahead, and this will inevitably consume the attention of local government politicians and their officers for some years. Where will a parish like KH stand? We already have many outstanding and pressing issues including developments, potholes, bus services, parking, and traffic speed.
I am not suggesting that we should prepare a Neighbourhood Plan for the reasons above. However, I do suggest that we start to collect available data as per the guidance and keep our position under review in the light of devolution, i.e. planning rather that a plan, hence Pragmatic Neighbourhood Planning. If and when we are consulted, we will have evidence and arguments readily available.
